The quake struck at 4:31 p.m. on October 17, 2025, with its epicenter located 13 kilometers north-northwest of Pagudpud, Ilocos Norte, at a shallow depth of 10 kilometers.

Instrumental intensity readings showed Intensity II in Bacarra, Ilocos Norte, while Intensity I was recorded in Claveria, Cagayan; San Nicolas, Ilocos Norte; Sinait and Vigan City, Ilocos Sur.
