MANILA — The Independent Commission for Infrastructure (ICI) has revealed that out of 8,000 validated flood control projects, at least 421 are suspected to be non-existent or “ghost projects.”
In a statement, the commission said it plans to submit no fewer than 15 formal referrals to the Office of the Ombudsman as part of its ongoing probe into alleged anomalies in public infrastructure spending.
