CITY OF SAN FERNANDO, Pampanga — The second floor of San Fernando City Hall is undergoing renovation as the local government moves forward with plans to transform the space into a central library, gallery, museum, and cultural hub.
Mayor Vilma Balle-Caluag conducted a site inspection on July 22, 2026, to monitor the ongoing structural work and review the planned development of the facility.
Caluag, who serves as honorary chairperson of the project’s technical working group, inspected the layout with City Engineer Anele David, the chairperson of the technical working group. The City Tourism Office and City College of San Fernando Pampanga are also part of the project’s secretariat.
The inspection covered key aspects of the planned facility, including interior layouts, ventilation and airflow, specialized lighting for artworks, and electrical safety requirements.
The project follows an earlier directive to clear the entire second floor of the City Hall building. Government offices previously occupying the area have since transferred to other locations to make way for the renovation and development of the planned cultural facility.
Among the offices that have been relocated are those now operating in Heroes Hall, the Executive Building, the former City College building, and the City Civic Center compound.
Once completed, the facility is envisioned as a major educational and cultural resource for residents of San Fernando.
The proposed hub is expected to provide space for a central library while also showcasing historical artifacts and materials connected to the city’s heritage. It is also intended to support efforts to preserve and promote Filipino, Kapampangan, and Fernandino history and culture.
The development could provide residents, students, researchers, and visitors with a dedicated venue for learning about the city’s history and cultural identity.
The local government said the project’s official name will be determined following the completion of the necessary hearings and processes.
The conversion of an existing government facility into a cultural and educational destination also forms part of broader efforts to maximize public spaces in the city. By moving administrative offices to other government facilities, the former office area can be repurposed for public use while accommodating the city’s cultural and educational needs.
The planned library, gallery, and museum could eventually become a new destination for students, educators, researchers, tourists, and cultural advocates interested in San Fernando and Pampanga’s heritage.
The project also highlights the city’s efforts to preserve historical materials and create spaces where younger generations can learn about the traditions and stories that have shaped the community.
