San Fernando Launches Autism and Neurodiversity Center in Celebration of 2025 International Disability Day

The City Government of San Fernando marked International Disability Day 2025 with a renewed commitment to building a more inclusive community, highlighted by the launch of the San Fernando Center for Autism and Neurodiversity (SF CAN!) on Wednesday, December 3, at Heroes Hall.

The City Government of San Fernando marked International Disability Day 2025 with a renewed commitment to building a more inclusive community, highlighted by the launch of the San Fernando Center for Autism and Neurodiversity (SF CAN!) on Wednesday, December 3, at Heroes Hall.

Mayor Vilma Balle-Caluag led the celebration alongside Vice Mayor Aurelio Brenz Gonzales and members of the 9th Sangguniang Panlungsod, signaling unified support for the city’s Persons with Disability (PWD) sector.

In her remarks, Caluag emphasized the administration’s push to strengthen and expand programs for PWDs through close coordination between the city’s executive and legislative branches. She said the city remains committed to compassion-driven initiatives that ensure equal access to essential services.

Gonzales thanked the PWD community for its continued engagement in city programs and assured that the City Council is prepared to craft and support legislation that enhances services, facilities, and opportunities for PWDs throughout San Fernando.

The event’s centerpiece was the official opening of SF CAN!, a dedicated facility designed to support individuals with autism and other neurodiverse conditions. Caluag, Gonzales, and the City Council led the ceremonial ribbon-cutting, marking what officials described as a historic milestone in the city’s pursuit of inclusive development.

The creation and institutionalization of SF CAN! received full backing from the 9th Sangguniang Panlungsod. The measure was authored by Councilor Harvey Quiwa and co-sponsored by Councilors Reggie “G4” David, Ate Kay Pineda, and Angelo Hizon Jr., underscoring strong legislative support for the initiative.

SF CAN! will offer free therapy services, structured learning programs, family support sessions, and a safe environment aimed at helping neurodiverse individuals learn, socialize, and thrive.

Acting Persons with Disability Affairs Officer Mary Ann Biliwang delivered a message of appreciation on behalf of the PWD community, recognizing the city’s sustained efforts to uplift PWDs. She also led the awarding of the Natatanging PWD Awards, which honored individuals who have shown resilience and made meaningful contributions to the community.

The celebration featured a talent competition, dance performances, and interactive games, reflecting the creativity and vibrancy of the PWD sector in San Fernando.

City officials said they remain steadfast in strengthening partnerships and expanding programs to ensure that every Fernandino—regardless of ability—is valued and given opportunities to succeed.
