No Fernandino Left Behind: Mayor Fast-Tracks New Hospitals To Make Healthcare A Right, Not A Privilege

SAN FERNANDO — Mayor Vilma Balle-Caluag conducted an on-site inspection of two landmark healthcare projects on Monday, signaling a major expansion of free medical services for the city’s residents.

The Mayor, accompanied by City Engineer Anele David, visited the City Civic Center compound to assess the construction progress of the Kayabe Infirmary and the City of San Fernando People’s Hospital. Both projects represent the cornerstone of the administration’s “people-centered” development agenda.

Key Milestones and Timelines

Construction for both facilities began in September 2025. During the walkthrough, officials confirmed that the projects are moving forward on schedule:

  • Kayabe Infirmary: Set for a grand inauguration this February, coinciding with San Fernando’s 25th Cityhood Anniversary.
  • People’s Hospital: Currently in the structural phase, this larger facility is being built adjacent to the infirmary to provide comprehensive, long-term medical care.

A “Training Ground” for the Future

Mayor Caluag emphasized that the Kayabe Infirmary is more than just a new building; it is a critical step in scaling the city’s medical capacity. The facility will provide the city with its own inpatient admission capabilities, a first for the local government.

“The infirmary will serve as a vital training ground for our City Health Office (CHO) doctors,” Caluag stated. “It allows our medical team to refine their operations in preparation for the full-scale launch of the People’s Hospital.”

Community Support and Vision

The Mayor extended her gratitude to private donors and community partners who contributed land and resources to make the projects possible. Once completed, the two-facility complex is expected to bridge the gap in healthcare access, ensuring that “Fernandinos” have a dedicated space for free, high-quality treatment.

“These projects reflect our unwavering commitment to ensuring that healthcare is not a privilege, but a right for every citizen of San Fernando,” Caluag added.
