Romualdez Faces ICI Probe, Vows Full Cooperation in Flood Control Project Inquiry

Manila — Leyte 1st District Representative Ferdinand Martin Romualdez appeared before the Independent Commission for Infrastructure (ICI) on Tuesday to clarify his role in the controversial flood control projects under investigation, saying he was there to “help uncover the truth.”

Romualdez thanked the commission for giving him the chance to explain his side, noting that the hearing focused on facts rather than speculation.

“I really thank the members of the ICI for finally giving me an opportunity to share my side of the story,” he said in Filipino. “This is now about facts and evidence, not political noise or speculation. The commissioners asked many questions, and I was able to answer them — I feel very happy and welcome this opportunity.”

The lawmaker said he was invited to provide his personal knowledge of the budget process and any information related to insertions in flood control projects. He also expressed willingness to submit his statement of assets, liabilities, and net worth (SALN) if required by the ICI.

When asked if he would attend future hearings, Romualdez said he was open to returning.

“I am ready to come back anytime I’m invited so that if I can share more information, I will do so,” he said.

Romualdez also denied claims made by former Marine Orly Guteza, who testified in a Senate Blue Ribbon Committee hearing that he had delivered alleged “kickbacks” to the houses of resigned party-list Representative Zaldy Co and Romualdez himself.

“He’s not part of my security. The witnesses that were presented were already discredited for submitting falsified documents in their testimony,” Romualdez said.

Ahead of the ICI session, the House leader clarified he was not part of the 2025 budget bicameral conference committee, but said he was willing to cooperate with investigators.

“Like every Filipino, I want the truth to be established without delay,” he added.
