MANILA, Philippines (October 17, 2025, 5 a.m.) — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued Weather Advisory No. 5 for Tropical Cyclone Ramil, warning of widespread heavy rainfall across several parts of the country through Monday.
Heavy Rainfall Outlook
PAGASA said that 100–200 millimeters of rainfall are expected today over Catanduanes, Sorsogon, Northern Samar, and Eastern Samar, while 50–100 millimeters may fall over Quezon, Camarines Norte, Camarines Sur, Albay, Masbate, Samar, and Biliran.
By Saturday, heavier rains are forecast for Isabela, Aurora, Quezon, Camarines Norte, and Camarines Sur, with moderate to heavy rains (50–100 mm) likely in Ilocos Norte, Ilocos Sur, La Union, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Benguet, Cagayan, Quirino, Nueva Vizcaya, Nueva Ecija, Bulacan, Metro Manila, Rizal, Laguna, Marinduque, Romblon, Catanduanes, Albay, and Sorsogon.
On Monday (October 20), lighter but still significant rainfall (50–100 mm) may continue over Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, and Abra.
PAGASA noted that rainfall could be higher in mountainous and elevated areas, and the impact may worsen in locations already affected by prior heavy rains.
Public Advisory
Local government units and disaster response offices are urged to implement necessary precautions to ensure public safety and minimize property damage. PAGASA’s Regional Services Divisions will continue issuing Heavy Rainfall Warnings and Thunderstorm Advisories as needed.
The agency also clarified the difference between Weather Advisories and Heavy Rainfall Warnings. A Heavy Rainfall Warning offers short-term forecasts for the next three hours using Doppler radar data, making it more precise for flood-prone areas. In contrast, a Weather Advisory provides a 24-hour, province-wide outlook — broader but less time-specific.
PAGASA said the next Weather Advisory will be released at 11:00 a.m. unless significant changes occur in the storm’s development.
